Use Building Control 1.1.3 instead.

Or even place a building that needs road access and just decide not to give it road access. Why? You just want to use it as a prop and dont care that it functions. Some authors picked up on this and starting releasing nonfunctional prop versions of their buildings and parks. You can also do the spawn points thing you mentioned. There are also some assets on the workshop that are just small cubes like shrunken buildings with stats that people hide within props. A lot of people who play Cities Skylines turn on unlimited money and just want to make a pretty looking city, just to look at or take screenshots of, and just enjoy the diorama that they have made. You can turn off buildings to get rid of citizen complaints and IIRC there's a mod that also lets you hide the "road not connected" and "track not connected" notifications.
Wait for a renewal version....
It's not happening
Shush
**Additonally, saves will become corrupted with simulation error when this mod, EML, and Prop Anarchy are enabled and used together.**
I feel that the placement functionality is a necessary QOL enhancement for the game and hope that this mod is updated at some point - as no other mod has this functionality. The only alternative seems to be to place where you can and then use move it or place and convert to PO.
PLEASE UPDATE
