I'm thinking about the SMMG or Shoulder Mounted Machine Gun from the Fallout NV addon Lonesome Road.
It uses 10mm instead of 5mm, less ammo capacity, slower fire rate, increased damage, more accurate and slightly lighter.
-The hats are actually ignoring most of the damage, specially if you see the bullet go thru it. The hat working like that is the best way I could come up with headshot dodging.
-They will eventually break or can sometimes get knocked off when hit from certain angles.
-They still transfer damage to the head, which will explode after a set amount of "evaded" bullets so they are specially vulnerable to automatic fire.
Officers are almost as weak as Vault Dwellers so they needed an advantage of some kind. A way to survive headshots and their Gunslinger perk seemed good enough.
I was actually going to make them more like the color they use in Fallout 3, which is khaki but the NCR will be using that color a lot so I choose dark green for the Enclave.
White will be for The Institute.
I have off tomorrow so hopefully, I'll have the NCR ready tomorrow night.
Gunslinger Perk: Any handgun held by this character cannot be hit, gets x2 aiming range bonus and x2 short range accuracy bonus. Enclave Officers and BoS Scribes could have this perk and it should work with handguns of all fallout factions, not just the ones from their own faction.
Recon armor on some of the brotherhood initiates would be pretty cool too
