Hey would you consider splitting it into two opinion modifiers, the large shortterm one you have now and a smaller longerterm that lasts alot longer.

Sort of like, "We do remember when you genocided that sentient race 30 years ago"

no, because that makes sense. its not a question of exactly how threatening you are to that empire in a literal sense, its a question of how threatening you appear. it doesn't matter why you did it, the fact that you did and could is terrifying. you have proved you are very much the big fish in a small pond, so the little fish are threatened

i figured it was rather innaccurate that people cared so much about atrocities done to people who werent them when it didn't benefit them politically to worsen relations. they will care in the short term but the news ticker will scroll on by and people will find something else to be outraged at
