Actually, that's one of the first detailed and helpful reports I've ever recieved, so thanks. I've had less time on my hands these days, but next time I open up the mod, I'll do a little tinkering to see if I can't iron that problem out.
Glow dust is da alchemy ingredient that drops from da child wisps sent out by a wisp mother. Da wisp mother herself drops wisp wrappings, a moderately rare ingredient.
The Rune weapons DO require arcane smithing to temper, so if you don't have that perk they will not be improvable. Other than that, I don't see a reason why the Rune Hammer is misbehaving.
