At the Battle of Cannae for instance its stated only about 1/5 soldiers were Libyan-Phoenician the rest been made up of Iberian and Galic mercs so indeed Carthage must have had a small contingent of 8000 regulars , But like many armies wages were paid in loot rather than coin.

So I have tried to source the best knowledge I could find at hand, but there are so many unknowns with poor documentation and lets face it unreliable sources of the victors writing history, is how we come about in part with the "Child sacrificing barbarians with monsters from all corners of the earth at the gate!", but the reality who is to say, I have largely tried to keep it within what I have read of it, and the rest I guess is just down to creative license.

Like most citys of that era farming and trade was far more important than war, in the event war did break out Mercs would be the no1 prority followed by local militia's , It was just to darn expensive to keep regular troops.

libyan infantry, merc samnite warriors, merc scutarii etc and yet their recruitment cost is
far cheaper than the units mentioned above given carthage tremendous advantage.
Carth spear regulars and Carth sword regulars recruitment cost sould go from 350 to 800 cost
per unit. I think 800 denarii, dracmas, sesterces, liras, pounds, euros, petrodollars whatever
the game's currency is, would bring more fairness to the game. Bloody good units nonetheless.
Nothing planned for anything for rome yet @legend of rome II , so much of Rome has been covered in the modding community already, although I may do some more for carthage or some other factions, likely Iberians or Epirus.
