Static melee enemies are reskinned prisoners, they just happen to have no dismemberment sprites and so they end up like that.

I really wanted to do any old map as a Jacket from HM1 so I can check how good are those on HM2, and damn, that was f***in' blast of a level!
Even if it featured the worst section of the entire HM1 IMO (the square-like one), I still enjoyed level design more than HM2's. Even if it's maybe too early to judge HM2 after 8 hours of gameplay, but I never said that HM2:WN is a bad continuation. :P Just missing the HM1's.
