Is the problem with the France DLC, because I think they used new road textures for that, so yellow lines may have to be individually implemented.

Possibly just for visibility / colour blind people.
Possibly if your accustomed to driving with yellow instead of white.
Possibly just a lil adjustment for the game like the choices of imperial or metric measurements.
Possibly because its actually content atleast this guy made SOMETHING.
