You only really need to watch the first 17 minutes or so to understand how to make a simple car with a lightbar

And when you start to get into it you will have to type the name of the lightbar and you will just type Federal Signal Vision like this:
EMV.Auto = {
{
ID = "Federal Signal Vision",
Scale = 1,
Pos = Vector( 0, -10, 73 ),
Ang = Angle( 0, -90, 0 )
}
}
