The syntax is id = event_name_here.<number>
Your current events have (for example): prob.selective_capture (should be prob.1, prob.2, etc.)
Then, because I was already 'weak' due to being at war with 2 AI empires, a mere couple months after settling status quo the empire I bombed into oblivion re-declared war on me. So that's weird, since should be a pseudo-truce. Other thing I noticed is that full bombardment didn't actually nuke the planet at any devastation level.
Potentially relevant mods I was also using were probably ethis and civics alternative, relytors empire governance, and government variety pack. Nothing was fighting your mod for 00_bombardment_stances.
Can be manually solved by "own" or "surrender" commands.
"effect set_country_flag = prob_enable_armageddon_bombardment"
to manually allow yourself to use the Armageddon bombardment stance.
Or:
"effect set_country_flag = prob_forced_armageddon_bombardment"
to make Armageddon the only option.
May I suggest to divide this into sub-mods
