Regarding time periods I was just going to create a nostalgic mashup drawing predominantly upon Oblivion and to a lesser extent Skyrim and maybe Morrowind and Online. FYI Stormcloaks are actually called Nords in the present version. I was deciding with how much I wanted to go down factional verus racial lines.
Once I have enough stuff done - I might be able to spin things out into assorted starting dates. Working from anything older would no doubt be hampered by my almost complete lack of knowledge and dated visuals, but I'll look into it.
Furthermore there is no point from their prospective as they believe the sun and stars are simply holes in the firmament. There is nothing out there except the oblivion planes which can be accessed much more easily through magical means.
It isn't that they don't have space capabilities or couldn't manufacture them in short order with their knowledge base. Simply that those capabilties offer no benefits within their mindset and would take more effort, investment and cooperation than they are worth.
For a second thing, the moment you take into account high magic/magical tech, pure technological progression means almost nothing and is nonlinear.
