The transwarp engines on the Excelsior were just the regular engines used in TNG, they weren't actual transwarp engines, we know this as the Enterprise, pre-refit connie, was able to be towed at warp 23 or something ridiculous

Transwarp engines were fitted to Excelsior, although it's never confirmed if it worked although there would have to be some testing before building an entirely new ship just to test a new type of engine.

The thing is that it's the Alternate Reality Enterprise, and there have been speculations that it may actually have transwarp capability.

no, that ship didn't have transwarp, nor did excellsior which was purpose built to try for it.
now if you showed that episode of voyager with the experimental thing which sorta works but will kill them all. sure.
