Odahviing's stats wouldn't have anything to do with his script to land.
The most common problem in this quest is that players forget to talk to the Jarl again and tell him that you're ready to spring the trap. (The dragon will come regardless of this but will never land until the Jarl is spoken to.)
There are other reported issues that if the guard that gets picked up and dropped isn't where he is supposed to be, that this will also cause issues.
The solution? reload a save before you enter dragons reach and be sure to talk to the jarl first.
Only downside is that it only appears to work in mainland Skyrim, so you'd need to find other stuff for the DLC areas. I'm not 100% sure if it's Extra Encounters Dragonborn that does this, but in my game the entire southern half of Solstheim is filled with like this army of 100+ ash spawn that makes for some crazy battles.
Just curious: What difficulty enhancing mods do you use that you need over-powered dragons as helpers? I am looking for mods that increase enemy strength and numbers as well. And if they do prove a challenge, I will download your dragon mods as well.
P.S. You should do unique item overhauls for all DLC items. I like what you did with the unique bow - reasonable buffs, not over-powered LOL gadgets.
I want him to help me win battles, not win battles for me with no effort.

You can also usually find him flying around High Hrothgar to use bend will on him if you want to keep normal shout cooldowns.
As for other dragon mods, this mod will play nice with all of them as the only changes it makes are to Odahviing's actor info and combat style. No other dragons are edited or affected by the changes, so just place this mod below any other dragon mods in your load order and you're good to go.
