I did answer that with "sure" before, you could try doing it yourself, it's just a dds file, you can use paint.net for example. Files are in "\map\terrain", there are 3 "border_country_#.dds" files.

Are you saying it's not working for you, or that's just your impression of the mod? Because its working fine for me. The country borders in this mod are very different from the vanilla hoi4 impassable borders, which I also changed by the way.
