If you don't use "Find it" (which I highly recommend), you will find it next to the Servicing Services Office (lvl 5 Unique Buildnig), as noted in the description. It has no extraneous requirements.

It should be next to the Servicing Services Office (which is a lvl 5 monument) but I recommend getting the "Find it!" mod. Once you start using Find it! you'll never go back. :medkit:

I think you are mistaken. The Stasi and "Ministerium für Staatssicherheit" during DDR times were located elsewhere. This building was created for International Trade. One of the tenants happened to be a weapons importer-exporter, but it was mostly chancellors or offices for international businesses (like airlines). Later it was even used as a temporary location for various foreign embassies (for example Netherlands and Canada).
