For everyone in doubt:

This and the "Starting Builder" mods works! :steamthumbsup:

TESTS:
DLC leaders and non-DLC leaders: ✔
Starting in Ancient Era: ✔ (later Eras gives both a builder and a scout even without the mod)

What DID make a difference was:
If I started the game from an earlier saved game setup configuration. Apparently those configurations also save the list of mods chosen at that moment.
That means, that if you save a configuration at a time where a certain mod is not activated in the game, then that mod will not be active in a new game if you use that configuration. This is true even if you actively have selected that mod as active in the settings in the main menu.

It took some digging and a whole bunch of new game starts to figure this out.

You are likely using a mod that doesn't work with the mod, one mod that seems to be incompatible based on what other people said is the YNAMP mod.

According to the civ 6 wiki, none of the difficulty settings has the AI starting with a scout.

Update! I downloaded NoShotz Starting Builder as well, and both mods seem to be working just fine now!

I also created a new game directly, rather than loading a previously saved settings configuration... so maybe that's related?

Not sure what did it, but everything seems to be working fine now.

Hmm... this doesn't seem to be working for me either. What does "temporarily prevent" mean? Does the mod author need to update it, or does Firaxis need to unbork it?

The latest update may temporarily prevent some mods from working, I know it stopped this and builder from working.

Give it a minute and everything will work again

Same here I have used your mods for a long time, they no longer work. I start without a builder or a scout. Real strange lol

Hmm, those mods should work fine with this one, I'd double check that it is enabled, also loading preset game settings can change what mods are loaded depending on what mods you had loaded when you saved a game preset.

fairly new to civ 6, but i have this mod downloaded and enabled in the additional content screen but when i start a new single player game there is no scout anywhere to be seen. what am i doing wrong lol

It's likely just a mod conflict, as every single time someone has said it no longer works, it infact does still work.

It's possible that it may just not be compatible with those mods due to them modifying AssignStartingPlots.lua. My mod doesn't touch that file, but changing how that file works may be changing how my mod is being read by the game.

Don't know what to tell except neither this one or the Builder one seems to work. The only other Mods I have running are two map mods YAMP & Play the World. I'm not trying to give you a hard time it just doesn't work for me.

There's literally no reason for it to stop working.
