That's probably a common bug in the respawning mechanics, you can force it by using the console.
They are in the Armor Chest now.
Wait while the launcher verifies and downloads all your subscribed mods and try again.

Might be a pain to make it work properly since it relies on a bunch of scripts, some of them too complicated to mess up.

Yep, that's a common bug in the game, since mannequins are just NPC's with a couple of scripts and activators attached to them.
( i don't think its this mod thats causing it because every mannequin in skyrim is doing it! )
The trapdoor should be next to the Whiterun's main gate.
Check the first 3 screenshots as a reference.

All DLCs must be working properly for this mod to work.
If that's not possible, use the No-DLC version.
Check your mod load order, there's a conflict with another mod in there.

Just click on Subscribe to download the mod.
When you run the game, let the Launcher verify and download properly all your subscribed mods.
After that, just play the game normally and you'll find all the mods in there.

Well, the purpose of this mod is to make every item in the game available, specially the DLC items since some of them you'll only find them later in the game.
Maybe I'll make a non-DLC version later since you're not the only one in the comments that doesn't have all the DLCs.
