There is a mod that isn't NPCs but they are horses that are rideable. So i think you can use that.

if only there was a mod where you can rope npcs

@𝚅𝚊𝚕𝚔𝚢𝚛𝚒𝚎 Are you sure those aren't vehicles? also ragdolls can have static parts too you know, a lot car ragdolls I know have moving wheels but static bodies.

Apologies, I wasnt aware moving wheels made it a ragdoll, alot of the train cars on the workshop having moving wheels and they are props.

@𝚅𝚊𝚕𝚔𝚢𝚛𝚒𝚎 If the wheels rolled that'd make it a ragdoll, and the description clearly lists it as a prop.

Do the wheels roll properly or is it a static prop?
