In cinema 4d i've done this, make a single mesh "1 hex piece", then use mograph to clone it and make the grid, then add an effector drive by a random noise animated, black = down, white = up.
so the noise image drive the effector who shift in y axis the single pieces when they hit white and shift down to y axis when they hit black.
