No, it's not.

As far as video games are concerned, since there are no definite laws yet, the game companies decide what is "legal" or not. Valve is not opposed to people reusing their assets, so this is permitted.

No, no no no... If you have it, you only need the map itself. The two Inferno packs are not needed.

If you download the two packs + the main map, there shouldn't be any errors.
