Tested it there with mod installed/not installed, and in fact it might be working as intended (I just made a mistake as when I review my dip relations in the tab it includes "leading vassal" alongside alliances and guarantees etc).
Do you get an event like "We have 2 ducal subjects"? Or the same state modifier in modifiers panel?
I only have manually downloaded files in the mod folder left. Saddest part, I can't locate the mod files in the Steam workshop folder, so I can't make a descriptor file myself.
Would be awesome for @Lex to add a link for manual download
- unsubscribe from this mod
- go to the My Documents folder
- then go to Paradox Interactive, Europa Universalis IV and mod
- delete the mod file in the folder.
Now, if you subscribe once again to the mod, it should work properly.
I understand your reasoning, it makes sense. Sadly that works only with subjects that are members of holy roman empire, so it may be a problem if you have a lot of subjects outside of it (like me eheh).

As I think, this reform makes Emperor's subjects do not use relation slot. It is kind of balance to turn off bonus limit for the Emperor.
But you can manualy delete in vassal_cap.txt all these strings:

I don't know if I'm still in time to report this, but i noticed that this mod doesn't work anymore after you pass the sixth reform (Proclaim Erbkaisertum) as hre emperor. Is there a way to fix this?
You can edit mod-files. There are very few of them.
It is already there.
While it's true a subjective duchy depends on if you were German or not, you could also argue that duchies didn't exist in India or Africa and yet the game still applies the term 'Duchy' to their government. I simply feel that Duchies should have little to no bonus because they are the starting government level.
the game simply sets countries who are a subject automatically to the lowest, because it would be illogical for your subject ti have either the same, or a higher rank as you.
the funny thing is this game makes kingdom subjects to duchies, even if their souverign is an empire, tho it would not need to do that.
A duchy is not always subject. For example, Duchy of Burgundy was a huge state and not a somebody vassal.
Duchy - 0
Kingdom - 10
Empire - 20
Additionally a clause should be added to only allow free vassals under a certain development.
- kingdoms -- NOT = {total_development = 40}
- empires -- NOT = {total_development = 80}
Also, a modifier should be attached to any of these vassals to nullify the liberty desire that will arise from your vassals having a total power greater than yours.
This would allow you to have duchies that would be running your land for you (historically accurate) while any significant vassal would require a diplomatic cost (also historically accurate)

I like complicated country structure like in CK2. Colonies, territories, vassals… It likes how past empires should look like. But the only problem in vanilla is relations cup, that is too low for vassalizing even one other country. March gives you 10 units, but allies can give you 100. It is just stupid now to have a vassal instead of an ally.
But with free relation slot for many vassals it makes sense. You can build decentralized country and it is not "all for free". You need to term with liberty desire and other countries wishes of your vassals territory.
It is not overpowered in my opinion. It is underpowered in vanilla.
And Duchy is a country rank, even not game mechanics (like in CK2). You can control half of Europe, but be a Duchy. So, you can have "free" vassals.
