Noah the Boa is an idiot. This is not like experimental treatment.
Experimental treatment raises your stats and randomly lowers and raises some.
This doesn't raise your stats and then mix them around, it just randomly raises and lowers your stats. Also, it seems to have strange effects with other items. The pact could either lower or raise your damage. It seems to randomize damage, I dunno about tears or other stats. Not paying attention.

That's literally what Experimental Treatment does, the description lies. Look on the wiki or give it to yourself and watch the Found Hud. I guess we found who doesn't know Isaac very well.
