For some reason, in some maps that i load in, the Combine Beta Elite Soldiers(the ones with the black uniform and with the big goggles) sometimes have their armor shining a lot, but not in all maps, but apparently in most of them, i hope u can fix it bc it is odd....

RJ i havent used this mod yet but i assume that it is the half life 2 beta NPC weapons
kinda like the half life 2 beta weapon pack and even the thumbnail looks like the HL2 B weapon pack with the white background with blue sillouette

@ professional with standards the fodder was supposed to be either for it's name sake a weak but numerous enemy or simply the civil protection before valve made the metro cops

Idk whats confusing you but you can just give em weapons when you open the spawn menu and on the very top open the NPC tab.

It ain't, I just haven't given them default spawn weapons. You can always just use the NPC options tab for that.
