It's not actually spinning, instead it's a "plus sign" particle that is being spawned in quick succession at random angles around the circumference of a circle and stretched over its lifetime. It looks like it's spinning but isn't. I don't think I would be able to slow it down without it being obvious that it's not actually a vortex.

You should try it with a "slow spin" version. Would definitely be awsome
