it worked, thank you for the help! I would sugest you put that on the descriptions of your mods too.
Just in case someone has the same problem as me.

@King Arthur check your mod folder (documents/my games/Sid Meier's Civilization V/MODS). If there's a .civ5mod file and a folder for the mod, place the file in the respective folder. If there's a file but not a folder, unpack it with 7zip. If there's no file, Steam's probably being weird and you can use a Steam Mod Downloader site to download it.
