I'm not sure. To use it with a turret tool you may need a special script.

Yes. If you can't find "VTFEdit.exe" it could have been removed for mistake, check your antivirus.

I can't open them in VTFedit unless converting to vtf beforehand. Is there a .exe program of sorts in VTFedit's folders I should find?

You can't use gimp. You need vtfedit to convert textures to vtf.

Do you remember what specific options you used to export the file to from GIMP to vtf? I can't seem to get mine to render.

Is there a way to get these tracers as static entities? I.E., the bullet tracers from tf2?

Place it in the first line of your code. If you downloaded the addon it should work.
