I've not looked at this map before today, albeit two years later(!) and going through some of the posts for it I have seen one that refers to your post about a mod causing in-game issues.
Namely the "Brush Ground - Pinceau Pour Sol" Mod found here

This mod needs to be added AFTER you run a game.
1: Start a new game.
2: Save your game.
3: Load the mod via the "Load Game" option.
4: Select your saved game and run it. [/i]
Hopefully SimNasty, you've resolved your problem, by using this method, it does work, and that way you won't get huge swathes of land with "discolouration" caused by loading this mod prior to starting a new game. Using this mod is not an issue if you use it this way.
There are mods available that allow you to add your own factories, so you can place them where ever you feel the need to do so, just go to the Workshop and under the Industry tab check the box marked Factory and you'll see a nice selection for you to look at.
