Try it anyway! It should drop fps to the certain level depending on the intensity of the fight, I think your usual fps doesn't matter much.

well consider the description I read, I wont be able to freeze/damage enemy since I have a poor perfomence and low FPS:steamsad:

Nope no blue effects at all

That's strange. You mean, there are those blue effects, but enemies continue to attack you?
Please look for the script errors in the console right after you attack an enemy with freezethrower and the enemy is supposed to freeze, but didn't. There definitely should be some.

It does do damage and the effects do occur but the enemies dont freeze like in the pictures or the video

You mean, it does no damage and no effects occur? I'll cite myself from flamethrower comments: Please start a level, try to damage someone and look if there are any script errors in the console (~). If you see none, scroll up in the console (using Page Up) until you see "Processing file Content/SeriousSam3/Scripts/CustomWorldScripts/Freezethrower.lua" string and see if there are any errors after that string.
If you find errors, post them here (best using screenshot).

The weapon is pretty good but the enemies dont seem to freeze when I use it on them. Are you able to fix this?

Just by looking at the video this weapon looks a bit over powered :D
