I myself encountered the same error message, so I don't think it's some mod issues that I can help solve.

I suspect its missing a flag or something which came with new patches/dlcs.. As long as it works properly I take it. However Cities: Skylines hasnt been very stable for me with mods installed, recently. Low FPS and such.
