No. Characters with ugly hairstyles will still have ugly hairstyles. All this mod does is prevent the game from seeing certain hairstyles as a valid option to pick from when generating new characters (either colonists or NPCs). In fact, you can still manually pick the hairstyles this mod blocks through EdB Prepare Carefully .
BTW: If you'd prefer to replace a colonist's ugly hairstyle with something else, this is possible. I haven't had a chance to try it yet, but this is a feature of Change Dresser .
An old game save should load just fine. Though, you will get a warning message about the mod order being different. Just ignore it and click [OK].

It is likely one of the several pants added by Apparello 2 . (There's another clothing mod called FashionRIMsta . However, I was not using it.)
Those who care at all about hairstyles should care about raider hairstyles because that is a common way to recruit new colonists. That is, unless one is using a scenario which prevents this.
This mod is not for everyone. I mostly made this for myself, since I did not like how No Awful Hairstyles removed all but two vanilla hairstyles, one of which I did not like. (But it looks like No Awful Hairstyles has since been removed.)
Those that don't like it can make alterations or release their own version. This is a very simple mod. It consists of just one file: HairsGeneral.xml . Mostly, I deleted the <li></li> list sets from the <hairTags> tags on the hairstyles I did not like and replaced them with <li>IgnoreMe</li>. The rest were, more-or-less, left as default in HairsGeneral.xml inside the /Core/ folder.
but who cares about the raider's hairstyles? I find this mod too controlling and ruins the lore of the game...
so really the hair is good

Yes, Prepare Carefully can be used to choose hairstyles for starting colonists. However, all raiders, visiting factions, and prospective colonists have random hair, including hairstyles many of us find ugly, such as Tuft and Firestarter. There's no (vanilla) way to change their hair. But this mod essentially blocks the game from using them.
