Go to the mod's XComClassData.ini, and change each class' NumInForcedDeck value to 1.
-Psi Rookies can be "rolled" (or recuited, however you want to call it; the mechanic that randomly decides a Rookie's class) just like any other class
-Train and level up like just like the average XCOM soldier
-CANNOT be selected via GTS

Unless you modify the 'Xcomclassdata.ini' in this MOD, these classes will only appear RANDOMLY. This was the last thing I could do to keep Psi Ops's balance....

LW2! If you can train this class the way you want it, then the LW2 balance is fundamental and terrible! (No one will want a Psi operator!)
-Can NOT be trained at guerilla school and psi lab(Remember, They are Innate-psychic!)
This means that even if you subscribe to the 'Commander's Choice' MOD - it is impossible to intentionally select this Class. (You are the Xcom Commander, not the Elder!)
On the side note, it would be nice if those soldiers would be able to use offensive psi-PCS in LW2 (currently only proper psi soldiers are allowed to use them I believe).
However when you use Insanity, which is the only PSI skill use PSI power as accuracy,you will get how many PSI power your PSI soldiers get. The MindMerge and SoulMerge are another PSI power base skills from LWPP. The more PSI is, the more shield you get. It seems that PSI power is less important than upgrade PSI AMP. Most PSI skills performance base on PSI AMP tier, except Insanity and MindMerge.
Therefore Hacking bunus item would not improve PSI stats and PSI skills.
If anyone wants them weaker or stronger then just edit the ini files to your liking. They are a very fun class imo. Great job
One question: Does "The psi stat is currently not shown in the armory but its there and scales the same as their's hack Stats. (Consider your skull jack)" mean that using a Skulljack on a Gifted will make it better at using psi abilities?
No, They are just unseen, but the soldier's Psi stat is properly changed to 50, when you changed their class with Commander's Choice. I checked with Cheat Engine.
Strictly speaking, Gifted are three independent classes with many common psi skill.
Just as Rangers, Gunner and Sharpshooters do - their weapons are fixed from the first promotion. :-D
