that would actually be pretty cool to see npcs drive vehicles although some help from the creator of the mad vehicles addon would be required. pretty sure it would also work for scars since mad vehicles also works with scars.

i tested it yesterday it doesnt only the normal cars i think because scars is a diffrent mod and normal cars comes with the game but thanks for responding back :)

You can change how fast or slow it goes with ConVars.
