This is most probably due to the server editing the map and being stupid enough to not realise the game won't download it as you already have a map with the same name installed, all the owns of the server need to do is change the name of the bsp file they have.

That code isn't actually set to anything, it doesn't do anything as in the map file it's just an empty room.
