Schools (and everything) has a circle radius where they are most effective. Houses outside of this might complain more. But also houses inside the circle will complain if there are many people living there. Beware to put too many schools, your budget will go negative. But I should not write an entire guide here. As Senfkorn says, for any RICO building to work properly (people working or living there), you need a special piece called the RICO ploppable mod. You can subscribe to it here: http://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=586012417
I am not sure if I understood you correctly. You want to build well-working Cities? It's just that simple. You should play more Cities Skylines.

But maybe I can help you with your problem. Subscribe to Ploppable RICO first. Launch game and activate Ploppable RICO in the content manager. Quit game and subscribe to some RICO assets. Launch game again and check for the Ploppable RICO control panel. If you can't find it, repeat procedure by subscribing to Ploppable RICO testing version. It's a new version of Ploppable RICO.
So that you do not lose any valuable time by fixing mod issues, just reinstall Cities Skylines after you copied your steam workshop folder and your username folder. A few months ago, I had the same problem with some early-subscribed unique buildings. After I reinstalled the game, everything was fine.
