I (personally) am suprised you are having dragon problems, a dragon flying through things is fairly problematic and I can't really give any advice on how to fix that, but with the dragons flying away after battle may be from them spotting another enemy that is too far away to detect you.

i got it to do it 2 times but i find a place (like a road) to spawn them but bothing happends

No clue it should work when u add the perk and u have enough space to summon them.

nvm i found it but i have a prob. i did the player.addperk cmd and when i try to use any army i do the whole spell thing then nothing happends???
