I added them myself to remove the popup already and I don't see other people complaining so might be the download thing.
it would be great if you can do the separate mod with Russian localization, but I agree the better will be to wait till GEKS finishes their work and Paradoxes finishes their new launcher. :)
Something might have changed with the new launcher, but I won't know for sure till they finish translating for 1.29.

some time ago I have asked you about it and you wanted to look around with this task.
No worries. It's just that I've recently been having a lot of trouble with the EU4 Steam Workshop. It just wouldn't download the mods.
Luckily, I managed to fix the problem in the time since I asked for the download.
I think it is possible to take l_russian strings and put them into your mod (with the change of l_english to l_russian, for example), but I'm not sure how it would affects on work of both mods: russian localzation and your one.
anyway, thank you for hint - I will continue investigate this situation.
@Qwert Noir I don't see why it wouldn't work. It doesn't replace any files, but rather specific strings. So if it was a conflict, some mod would ahve to replace those specific strings too. I'd blame Steam. You shuld check the mod's archive and see it's there. There should be a replace folder in it with 2 files, 1 for English and 1 for German.
There is no way it could disable teh popup, so it's something else
