I would consider it as a cheat. You can try Ordinator for perks, there in Alteration tree you can pick Inmate Magic that removes cost from all the spells but you can only cast 3 in combat and have option to upgrade it further to let it recarge every 10 secs in combat.

Any way to remove mana cost?
