I've been using it with CotWL. There's nothing that conflicts, or if there is, I definitely haven't stumbled upon it.
I watched carefully to see if the mobs were really 'immune' to the debuff, but from what i could tell on floor 9 some are just beefier than others so the -7 stubbornness barely effects them. I can't say I'd mind if you put in the resistable="0" but it's extra work for you.

"Deny Coffee" doesn't actually do any damage at all. It's a massive debuff to base stats.

If you see 'damage' it would be from the stubbornness debuff (which is partially responsible for hp).
I haven't really tested it in lower floors, though. Are you saying the mobs shrug it off entirely? I could put resistable="0" in there...
As for contructive feedback, I always expect the fire ring around the mob from the Deny Service ability to do more damage than it does. In fact most of the mobs on floor 9 and above can completely resist it, so I wish it had more effect. I mean, denying someone coffee IS a terrible, terrible power after all.
