This way, the game always start with that gamemode, which results in players only receiving Black Market weapons.
If you want to change it mid-game, use the following DVAR:
bot_difficulty
Set it to 0 for the easiest bots, and to 3 for the hardest.
Learn to read. You cannot add bots using the menu, but you need to set a dvar, or use the admin menu
Check your party settings, default is set to max 4 players.
Working on it, aswell as assigning random camo's/attachment cosmetics to the weapons
Read my comments below. You need to add the bots using the console, not the ingame menus
that is because you added the bots via the ingame menu.
Those bots balance themselfs out.
Use the "scr_inf_bots" dvar to add bots
Check your party settings: when you are in the lobby, go to the social menu (bottom left corner) -> manage party > party limit > set it to 18
