@Scott_P: all my assets are based on vanilla's model, if you have a "land value" problem is probably due to your district.
The asset is level 5, you need more equipement around it (bus, train, schools, fire and police and else...)

I dont know why, but even in a new city these build out in a brand new city at the start them end up abandoned because low land value.
