Complaining about Budokai 1's graphics is pretty dumb, every DBZ game has it's own look, even games in the same series change how they look! (Budokai 1/2/3, Raging Blast 1/2) and I think Budokai 1 pulled it's anime-look off really well, it's just pleasant to look at, and it looks 10 times better than Budokai 2! but Budokai 3 will always remain my favourite DBZ game in terms of graphics.
Most people complain because they say Budokai 1 doesn't look like the anime but honestly Xenoverse looks almost nothing like the anime. In XV everything is way too shiny, there's way too much bloom and most of the character models have super inaccurate proportions (XV is still my favorite DBZ game I just think it looks really ugly). The only DBZ game that I think looks close to the anime is Burst Limit but that's another game a lot of people hated lol.
