About cooldown. Save, quit to menu and load game. Ta-da! all works.

That's a glitch that happened with the new patches. I switched levels 1 and 2 and that should fix the problem.

What causes the first skill to cooldown? I've used the skill once and with it ended up with a 26 turn cooldown that never counted down.
