I think striders and hunters should switch their movement costs. Hunter are agile and were used as bodygaurds for the slower striders. Just a suggestion.

Well for cities other than the ones listed below are lications ratger than cities, but they are (as far as I know): Nova Prospekt and Highway 17

Ravenholm is the only resistance affiliated town known so far.

St. Olga from Lost Coast is pretty much neutral, as it was ruined during the uprising.

The combine has city 17, obviously.

The trainstation refers to other numbered cities such as City 8, 11, 13, 12, 15, 16, 14, 24, 17 and 27.

id really like a whole mod, just for half-life, one civilization is the combine, one is xen, and another is the humans/rebels. it would work good with civ beyond earth.

I'd say a production output, based on percentages. A citadel is meant to be in a large city, not a Ravenholm town.

The Half-Life lore describes synths as biological life-forms which have been enslaved by the Combine and transroboticized which means they both possess robotic and organic features.

They're sort off... cyborgs. Assimilated into the combines armed forces. This means they're an upgrade.

It isn't a research facility, it's an administrative institution which also manufactures synths.

The citadel could also give a production bonus. After all, the combine do have their dark fusion reactor there.
