Seems like it was related to issues with the Steam Cloud, there was a TTS patch today that addressed this. It should be fine for you guys now.
I'll make a version at some point with pre-assembled bases because I'm tired of people asking who can't do a simple Google search.
The Epoch is already in there. It's been in there since the beginning; it's 1 of the 6 basic ship classes that first released with the tabletop alongside the Paris, Marathon, CCS, SDV, and ORS.
The Phoenix, however, is not there, and probably won't ever be. I'm unlikely to update this further, because I primarily only play private matches with friends with a private version that has all of the missing models. However, I cannot upload that version to the workshop as I don't own those models nor do I have permission to use them.
That being said, though, this version is pretty close to being the full experience. The only missing ships that I can think of are the Phoenix, the Halcyon, the DSC, and the Orion.
So what's included here? As the description says, there's 15 classes of ship included. The UNSC has the Paris, Marathon, Epoch, Valiant, MAC Platform, Halberd, and the Punic while the Covenant have the SDV, ADP, CCS, ORS, RCS, CPV, Blockade Runner, and the CAS.
I'd probably be a bit more motivated if the manual was available online as well. Maybe some day I'll finally get to it
If someone has photoshop experience (more than me, at least) and can pump out formation overlays and stat cards it would probably be done a lot sooner.
