Devs censored it that way. Being "incompatible" effectively removes mod from steam workshop, making it invisible unless you use direct link.

Because Elder Kings forcefully rewrite root directories of the game. To integrate mod you have to put it inside the Elder Kings itself. Although that may cause bugs, I haven't checked on it in quite a while.
I think all mods are downloaded in zip archives. Make sure your chages actually apply and re-write the archived files.
No, ai can't use razing events. There are vanilla razings in vanilla game mainly tied with mongols and hordes.
1. Is there any way I can modify the values for the wartime(siege/holding razing) decisions? I found a folder where the values are set and I modified them how I prefer but it doesn't change anything on the game once I start it. For example, I changed the prestige, piety and money gain for all 3 decision levels after a siege. Didn't actually change in-game.
2. Does all of this features from the mod are available for the AI? I'm pretty sure it is because I've seen my holdings razed before but in the file I was looking, there was a text that said ai = no, right after the wartime decisions texts.

You can't arrest children since they don't have any traits yet.
I have absolute Authority, but I can seemingly only randomly use the "Arrest" interaction. Sometimes I can arrest strong, adult warriors, but not 2 year old children without a single trait.
Is that an incompatibility with other mods? Or am I missing something?
Not anymore. I am unbale to edit it cuz Paradox made it "incompatible". Though, frankly speaking, I didn't intend to do it anyways.

It is a standalone.
Paradox marked it as incompatible to exclude from workshop search (effectively hiding it from anyone not familiar with it as well as making me unable to update it or edit), after all these years they got really butthurt over it for some reason. Too much soy is bad for their brains, I guess. So yeah, mod is still perfectly compatible.
Anyway, the amount of loot is scaled based on your montly income. So more income - more loot, less income - less loot. It used to be a set number, but people's been asking to tweak it.
