Not sure if you read the description:
-Small note if using optional code:
-Will break if playing in singleplayer, switching to spectator and if switching teams. (As soon as you get a cursor on your tacticalmap it is broken)

Yes once your got it stuck you need to restart game. Otherwise it will just act as a normal map.

What am I doing wrong?
1. after pressing "n" the minimap is constantly displayed, but the player is not controlled.
2. then after this:
"// If it get stuck, press ESC, open the console and type: toggleOverviewOff
// then rebind the key to the normal map: bind n +tacticalmap"
minimap is displayed only when you hold down "n", after the key is released, the map is not displayed

If you use optional part it is permanent.

you don't, once you have the mouse you don't use the optional part anymore.
Press escape and open console and type (change n to whatever key you use for map):
toggleOverviewOff
bind n +tacticalmap

[As mentioned by Twacrs it is not compatible with some of the other CustomUI mods made by me. It depends which files I edited.
If the workshopmod contains only textures then they are compatible.]

Oh...... I find the reason, i remove all my mods, the mini map works, and then i move the vpk file to custom folder one by one, and your mod "Show weapons / mag count" (hud_weapon_detail.vpk) affect the mini map:steamsad:

It is pretty straight forward, create autoexec (link), copy content inside quotes (maybe edit some keys read comments), if you want to toggle the minimap copy optional area again read comments.

Shouldn't need to use "hud_reloadscheme"
A work around (That should work and does with me) is take the vpk viles from the Workshop file
From
Steam\steamapps\workshop\content\222880\747843860
to
Steam\steamapps\common\insurgency2\insurgency\custom

If it doesn't work for you then... Oh well! ¯\_(ツ)_/¯
