Thank you. I must have played 5 or 6 games trying to figure out why it did not work before I discoved it had been disabled somehow. Strangely that just relieved an aggravation!

It worked for me, I used the One Turn mod (for research and buildings) to build the Pantheon quicker. Thanks to the dev !

Ok, maybe try to deactivate all other mods other than this one and the 1-turn research mod.
There may be conflicts with another mod.

Also, make sure to end your turn (maybe even a few times) after building the Pantheon.

If that didn't help, could you tell me how you went about building it.
I will see what I can do from there.

The problem with this mod is, I am unable to test it now because it worked for me the first time,
so if I change something now I cannot be sure it works.

No, and I didn't believe it would.
Pantheons build before you installed the mod are a completely different buildings that aren't associated with the achievement.
In order for it to work you need to build the Pantheon again.
