You are right, though: "Interface: Century Gothic" and "Tooltip: Century Gothic Bold 18" both change the tooltip poppup. But this mod has a bigger font size.
I got the impression that the other mod alters tooltip fonts as well as interface, which is why I'm wondering if this tooltip mod clashes with it.

They also disable the tooltip font in my "Most Readable Fonts" mod...
I ran the game with just the font mods running and it the tooltip works fine now so I guess it's conflicting with another mod. Shouldn't be too hard to find out which it is.
Is it broken for anyone else?
I implemented some helper scripts to make my life easier (you can get them here: olympian-mods/crusader_kings_2-bmfont_generator [github.com]. As these were made for my personal use they are pretty poorly documented bit perhaps they will be helpful nevertheless.
If all you're interested in is a more readable Serif font you should check out the other font mods in the Workshop. I think some of them do exactly what you're after.
May I ask you which converter did you use? I would like to have a more readable font, yet want a serif font to still get the old CKII atmosphere. so I would like to have the font changed to Droid_Serif or something like that.
