У контров только солдат за 130, у которого железный шлем и пластины на теле, у теров два солдата за 100 и 130, которые одинаковые, и оба вообще не имеют брони.

Солдаты контров и терров абсолютно одинаковые

А ты вообще играл в этот мод? У террориста в броне нету брони, а все контры в броне. Так на одного контра приходится по 3 тера, хотя цены одинаковые.

I can not update the mod in Steam
For those who were confused about the "Append the title "Tech"" like I was, it just means open index.ini in notepad/textedit etc. and add the word 'Tech' to the end of the line:
ModuleName = Terrorists
To make it:
ModuleName = Terrorists Tech
And then just save it and open Cortex Command

Я не могу перезалить мод, поэтому сами допишите в названии мода (Tech)
Зайдите в \Steam\steamapps\common\Cortex Command/Terrorists.rte/Index.ini и допишите (Tech) без скобок.

I have no clue. Did you end up having the two mods share something where the uploader would assume it's supposed to be updating Counter-Terrorists when you want it to be updating Terrorists? I haven't done anything with modding or the workshop, so I'm not really sure.
