Is that a rhetorical question or are you serious? Without going into too many details, you need 3DS Max (2013 or higher) and a maxscript plugin to convert the models from and to .brg format.
You can get a free educational version of 3DS Max if you're in college/university and the AoM Model Plugin maxscript is available on SourceForge.
You'll also need an image manipulation program like Photoshop, Paint.NET or GIMP, the latter 2 are free.
I probably will not cover everything in that mod, but I am working on more unit upgrades.
Check out my Promethean and Argus upgrade mods if you haven't already.
Collar feather? Do you mean the black thing that sticks out under the chin? That's the original sphinx's beard, I could remove it, but I would need to modify every sphinx animation. I don't currently plan to remove it because it doesn't bother me that much and it would be a lot of work.
Maybe I'll fix it eventually.

Very observant! Yes, Bored C is a slightly slowed down (or sped up, can't remember) version of Idle A. The reason why I did that is because I didn't like the Bored B animation with the new heads, Bored B is the one where the sphinx licks its paw, so to replace it I created Bored C with the same animation lenght as Bored B to avoid desyncs.
Bored C is more of a placeholder for now, I might create an actual new animation to replace it later down the line.
What bad textures? I've used vanilla assets: the hieracosphinx uses the roc's texture and the crioshpinx uses the goat head part of the chimera's texture and I didn't modify the standard sphinx's texture.
