I love this idea, but sadly I don't see it making it. I voted yes though because i do like it. There've been so many similar skins (not by looks, but the random pattern/color) that have been submitted and haven't been accepted. It's a great idea though and I do wish valve would select at least a few skins like this one for the game.

Looks great but I wouldn't focus on multicolor random skins. The devs wont put them in as they aren't easily recognisable for new viewers and it also chews through ~5 skin colour variants they could use as individual skins. One skin with every colour vs. 5 skins with a single colour, and they choose the single colour everytime. Voted yes anyway though!
